Two drinking water system contractors proved to be a monopoly in Lampung

JAKARTA - Way Rilau Regional Drinking Water Company (PD), Bandar Lampung City and two companies in the Operational Cooperation (KSO) of PT Bangun Cipta Kontraktor (BCK) and PT Bangun Tjipta Sarana (BTS) are found to monopolistic practices and unfair business competition. The existence of monopolistic practices in the supply of drinking water in Bandar Lampung was decided by the Commission for Supervision and Business Competition (KKPU), yesterday (26/2).

As quoted in the KPPU press release on Thursday (2/27), the commission panel in the session was chaired by Commission Council Chairman Ukay Karyadi and their respective members namely Chandra Setiawan and Dinni Melanie. From the results of the trial it can be proven that BCK and BTS conduct post bidding after the deadline for submission of bid documents. The action was indicated as a form of exclusive opportunity by PDAM Way Rilau.

PDAM Way Rilau is also known to be inconsistent in conducting technical evaluation and aborting PP WABG so that the results of the PP-WABAG technical evaluation do not meet the passing grade required by the RFP document. This proves the giving of exclusive opportunities by this company in organizing water supply system tender in Bandar Lampung.

In that decision, the Commission set fines to all reported parties of Rp. 7.94 billion. The details of the fine sanction are that PDAM Way Rilau of Bandar Lampung City is required to pay Rp 1.74 billion, PT Bangun Cipta Kontraktor is required to pay Rp 3.84 billion, and PT Bangun Tjipta Sarana is required to pay Rp 2.35 billion.
