Google is suspected of initiating tying arrangements

JAKARTA – Google is suspected of anticompetitive practices by exercising tying arrangements in its bundle purchase of Google Play Store and Google Play Billing.

Mulyawan Ranamanggala, Director of Economy of the Department of Research and Advocacy of Indonesia Competition Commission (lit. Komisi Pengawas Persaingan Usaha/KPPU), publicly disclosed this allegation in the press release quoted today (19/9). “In order to purchase applications, Google only cooperates with one provider of one payment gateway, whereas other providers in Indonesia were granted no equal opportunities in negotiating said payment method,” he mentioned.

According to Ranamanggala, Google treats global digital content providers differently, in which they were given opportunities to synergise with alternative payment systems.

“Google’s policy may adversely affect the government’s attempt to promote local contents,” Ranamanggala explained.

KPPU will then take an action by investigating this allegation of violation of Laws No.5/1999 concerning Prohibition of Monopolistic Practices and Unhealthy Business Competition. (LK/ZH)
