COVID-19: Corruption watchdog slams pandemic Perppu

JAKARTA - Government Regulation in Lieu of Law (Perppu) No. 1/2020 on the State Financial Policy and Financial System Stability mainly focuses on the economic impact of the coronavirus (COVID-19) pandemic instead of the health impact, said Indonesian Corruption Watch (ICW) Coordinator Adnan Topan Husodo.

“The scope of this regulation is largely focused on an economic crisis [that could be caused by the pandemic], even though we are currently facing a health crisis,” said Mr Husodo in a video conference broadcast on the Indonesian Legal Aid Foundation’s official YouTube channel, Friday (3/4).

The regulation, said Mr Husodo, only stipulates policies for economic players and not the general public, with the two main points being tax incentives and short-term liquidity assistance for banks affected by the pandemic.

Additionally, ICW also questions Article 27 in the regulation, which states that members of the Financial System Stability Committee (KSSK) and officials of other financial authorities including the Ministry of Finance, Bank Indonesia (BI), the Financial Services Authority (OJK), and the Indonesia Deposit Insurance Corporation (IDIC) is immune to any civil or criminal lawsuit in carrying out their duties.

“If those officials have legal immunity, I believe this undermines legal enforcement functions in agencies such as KPK (Corruption Eradication Commission), the police, and public prosecution services,” said Mr Husodo. (MS)
